Illinois’ New Junior Senator

Roland Burris gave a great press conference today.  His replies to the media’s questions were excellent under pressure. I hope that the Senate does not block this.

    So, here’s the question: the US Constitution says that the state “executive authority” has the power to fill a vacant US Senate Seat. The US Senate rules require the Secretary of that State to concur with the Governor. Is that unconstitutional?

    Senate rules? hmmmm.. what if a state does not have a Secretary of State?

    I think it is not unconstitutional if the Secretary of State is confirming that he/she has received official notice of the Senate appointment. You know, record keeping requirements and all. (It ain’t Haines until the Sec’y says its Haines.)
    Does anybody else know for sure?
